Position Summary

We have a fantastic opportunity for a highly motivated and technically qualified HR Director, R&D Business Partner to oversee human resources operations and talent management (recruit, retain and develop). In this highly visible role, the HRBP will cultivate relationships with functional leadership and, through that partnership, will provide counsel on a full range of HR business areas including talent acquisition, performance management, career development, employee relations, and organizational planning. The successful candidate will report to the VP, Human Resources and be an integral part of a small, yet dynamic Human Resources team.

The HRBP will play a critical role in building organizational capability, cultivating talent and building on our incredible culture with a focus on supporting our employees in achieving their goals. The HRBP will collaborate with leaders and managers to develop and drive the people strategies that will allow Neon to attract, develop and retain top talent. The HRBP advises managers and employees on strategic and tactical matters and develops appropriate solutions to help advance the business. In addition to day to day responsibilities in HR operations and recruitment, the HRBP will take ownership of key initiatives, driving them to completion.

Primary Responsibilities:

Provides full cycle talent acquisition expertise including job description development, sourcing, screening, scheduling, interviewing, evaluating, offer development, candidate closure and onboarding.
Responsible for all aspects of Human Resources operations
Acts as an internal consultant and valuable confidant on organizational and people issues. Maintains a thorough understanding of Neon’s goals and identifies opportunities to enhance capabilities of the organization. Serves as a coach while challenging and developing leaders and manager’s skills and competencies.
Provides guidance and advice to managers and leaders on people management issues and their impact on performance, morale and organization effectiveness. Determines root cause of issues and recommends appropriate plans to optimize talent, structure and culture.
Conducts workforce planning and identifies staffing needs. Identifies critical skills and competencies and develops plans to ensure realization of those skills and competencies.
As a key driver and ambassador of Neon’s high-performance culture, the HRBP ensures that managers and employees understand and participate in the performance management and development program and culture. Provides coaching and counseling on all facets of the culture including career development and performance improvement.
Provides leadership and guidance in facilitating employee relations matters in a positive and proactive manner to ensure appropriate resolution and follow through. Importantly, also provides leadership to ensure that our core values are being demonstrated by all.
Participates in annual market surveys and special surveys to support and guide compensation initiatives for Neon.
Participates in annual processes for updating salary structures and base pay guidelines, and the development of communications and implementation plans.
Identify, develop, and/or deliver training programs aligned with the needs of the business.
Interprets and implements HR policies and procedures. Recommends new approaches, policies, and procedures to affect continual improvements in the value of HR services and programs.
Utilizes metrics to help drive HR efficiency, improve HR key processes and make recommendations to enhance HR services. Analyzes new hire and exit interview information to identify and address trends. Uses data and informal feedback to identify coaching, training opportunities, and areas for improvement.
Drives the creation, development and roll out of new programs that are designed to meet the changing needs the organization.

Bachelor’s Degree in Human Resources or Business Administration. Advanced degree, PHR, or SPHR certification a plus
Minimum of 8 years of progressive HR experience in a HRBP and/or generalist role with knowledge across multiple HR disciplines
Strong preference will be given to candidates with organizational experience as HRBP within an entrepreneurial and growing biotechnology or biopharma company.
Full life cycle talent acquisition experience desired
Proven track record of developing high levels of credibility and develop strong professional relationships
Excellent coaching skills with a focus on developing managers
Positive, upbeat, “can-do” attitude
Demonstrated success working in a highly collaborative and team based environment
Must possess strong organizational and business acumen, encompassing the ability to see the big picture
Strong analytical and budget management skills
